A glitch in the law is letting a man accused of shooting a woman in a Sioux City bar go free.
25-year-old Solomon Harris was ruled incompetent to stand trial for the 2012 shooting of a Briar Cliff University student at MacBehr's. Now he's been released from jail after a judge ruled the state doesn't have the authority to have him committed to a mental health treatment facility.
A section of state law that would have allowed the commitment was overlooked last year in a redesign of the state's mental health system.
A bill to fix that loophole failed to advance out of a committee during this session.
