Spencer man arrested after standoff
Spencer, IA —
A 56 year old Spencer man has been arrested after a six hour standoff.
Last night, just before 8:00 p.m., the Spencer Police Department was dispatched to 500 East 1st St for a threat complaint.
When Officers arrived they determined that Todd Norgaard, 56, of Spencer, allegedly had threatened neighbors while displaying a crossbow.
Witnesses said that Norgaard had retreated inside his residence immediately following the incident.
Officers attempted to make contact with Norgaard but were unsuccessful.
The High Risk Entry and Arrest Team was activated.
A standoff ensued and through negotiations, Norgaard voluntarily turned himself over to authorities at 2:26 a.m.
Todd Norgaard was charged with Intimidation with a dangerous weapon (class C felony), assault while displaying a dangerous weapon (aggravated misdemeanor), and harassment 2nd degree (serious misdemeanor).
